BMW - How do pull ahead payments really work?

We hear about them all the time, but what is the logistics behind them and who actually is paying for it? The dealer or BMW FS? And I am talking about the nationally published offers like this:

"GET UP TO 3 REMAINING PAYMENTS WAIVED ON YOUR CURRENT BMW.1

Now through November 30, 2017, return your model year 2013-2015 BMW and lease or finance a new BMW through BMW Financial Services and you may qualify for up to three remaining monthly payments waived on your current lease or BMW OwnersChoice balloon financing account. Subject to credit approval, dealer inspection, and other eligibility requirements. "

I just took advantage of it and turned in my car and leased a new one. Dealer said it was all good. I just received my final statement for that car, and they deducted the final 3 payments from my MSD's returned to me. When I called FS, they said it was because the dealer has not submitted payments for those, and when they do I will get that refund as well.

Is that how it really works?
