Ford - Looking for opinions on an engine build with left over parts

I have been cleaning out my garage and shed, and came across some left over parts, so im thinking of building an engine. Here is the main things I came across:

-69' c90e 58cc heads. Fresh rebuild with stock valves. 1.74 intake i think.

-Performer 302 intake

-Holley Street Dominator intake.

-Holley 450 cfm carb (probably needs a rebuild)

-302 valve covers

-a few odds and ends

Im thinking about a budget build with the heads, performer intake and holley carb. It would be nice to have a torquey 302, that got decent mileage. So im looking for recommendations on a cam, and the best way to do a bottom end. Since the rpms and the horsepower will be low, i can save some money with the shortblock. Should i rebuild a 302 block? Just look for a rebuilt 5.0? Any thoughts?
